The Boundary Between RAG and Skill: When Retrieval Is Truly Needed
Starting from the differences between toC Agents and enterprise-level AI pre-sales bots, understand the applicable boundaries of Skill and RAG.
Why toC Agent Prefers Skill
Previously, when discussing knowledge bases, it was natural to think of a standard workflow: first split documents, then perform embedding, use vector retrieval to filter out several passages, and finally feed them to the model for answering.
However, with the continuous advancement of AI, models now have increasingly larger context windows, and their semantic understanding is far stronger than a few years ago. In many personal consumer (toC) scenarios, instead of performing a series of retrieval preprocessing steps, it is more effective to directly provide the relevant context to the model and let it read on its own.
What is Skill suitable for?
Knowledge that can be organized into stable workflows, judgment rules, and operational steps is better suited for Skill. For example, the judgment framework of a certain business consultant, the internal R&D process of a team, or the fixed usage of a specific toolchain—as long as the boundaries are clearly defined, it can be distilled into a reusable capability description.
Why Enterprise Scenarios Still Can’t Avoid RAG
Customer records, contract originals, historical orders, and support tickets are not “knowledge points”—they are specific pieces of data. Models cannot rely on rules to guess, nor can they be summarized by a single manual. To answer such questions, you must first retrieve the actual data, while also considering permissions, timeliness, and auditing.
At this point, relying solely on Skill is insufficient. Skill can tell an Agent how to judge, how to process, and how to call systems, but it cannot magically know which contract a customer signed last year, nor can it infer the current status of an order based on rules.
